Theory test certificates may be required at practical tests

We are getting reports that some driving tests are not going ahead if the candidate fails to produce their theory certificate when asked by the examiner at the driving test centres. The examiner needs to have evidence that the theory certificate is valid for the practical assessment to take place. If a candidate arrives without the theory certificate, then the test cannot take place.
